　　生产运作管理的目标和基本内容
　　上一期我们讲述了生产运作系统，这一期我们将继续讲解生产运作管理。当我们设计并实施一个生产运作系统时，为了使其能为企业高效地将输入转化为输出，我们需要对系统进行管理，因此引入了生产运作管理这一概念。生产运作管理的目的便是高效、灵活、准时、清洁地生产合格产品和提供满意服务。高效便是以少量地投入可以得到较多的产出，即如何使用最少的人力、财力、物力和时间，迅速生产满足顾客的产品和服务。灵活方面更偏向于适应市场变化的速度，对于顾客来说，新的产品和新的服务更具有吸引力。准时不只是提前的概念，而是在顾客所需要的时间按顾客需求满足顾客。最后一点清洁便是指产品生产过程中对环境污染最少。除此以外，企业还应该关注于市场竞争焦点：时间（T，time）、质量（Q，quality）、成本（C，cost）、服务（S，service）、环保（E，environment）五点。对于生产运作系统具体管理方法可以分为三点，即生产运作系统设计的管理、生产运作系统运行的管理、生产运作系统改进的管理。从设计开始，便要开始对系统进行充分管理，每一步都十分重要，同时每一步环环相扣，缺一不可。

　　生产运作管理者所需要的技能
　　要做好生产运作系统的管理，必须拥有一支高水平的管理团队。管理者主要起到计划、组织、指挥、协调和控制作用，因此需要对系统十分了解。对于管理者所需要的技能，以下列举两点：技术技能和行为技能。前者是管理者必须拥有相关专业知识背景以及管理能力，而后者是指从事管理这一职位，必须具备人际关系能力，善于与他人协作，能够组织和调动他人的能力。
